The "Cart and Ho...Thank you for this article. The "Cart and Horses" junction in Winchester (A33/B3047) attempts to priortise the central reserve as per Figure 7.10 from TS42/95. There have been a number of accidents and earlier this week another fatality. The junction has always been considered unsafe and risky. Is there a process by which the highways authority can be held accountable for a design which has been no longer current guidance? They are combined with transit line/bypasses for busses. To be honest, I really like those. It feels pretty safe and actually quite fun to navigate with all the twists and turns.
